Does an ATP network glitch prevent records from being loaded to SaaS?

Interfaces:
Connection between Kronos(UKG) and Fusion (Time and Labor)

Summary:
There were 10 time files loaded for 15th PP. 1 file got processed completely without any issue, but the remaining 9 files remained in the in-progress folder, and did not get copied into the archive folder. Then we found later that few records did not load in OTL but were there on the UKG files.

Q U E S T I O N:
If the ATP network glitch caused the files to not move from one folder to another, does it also prevent the records from being loaded?

Root Cause Analysis
The issue was due to network glitch in the ATP connectivity. When the connection was back up, the system did not resubmit the files.
