Journey Task is not assigned to all eligible AOR's

Summary:

Hi

We have created few AOR's with same rules and effective date . And we have Journey task with performer as AOR. So when a Journey is assigned , we are expecting a task should get assigned to all list of AOR's that we created .But we see only few AOR' are getting task assigned and for few we dont see Journey task .

Not sure why Journey task is not assigned to all AOR's . Can anyone help what could be the reason and is there a way to debug the issue. I have pulled error diagnostic report and saw particular AOR is listed in the report but task is not assigned
