After Refresh I am unable to add Role Name to an Action in HCM Design Studio

Summary:

Our Prod environment allows us to select the "Role Name" for an Action in HCM Design Studio but upon refreshing our lower environments I am not able to add and save a role name even upon publishing a Sandbox.

There are some Actions that still have it - Example: Termination - see below check boxes to select.

The Action I am trying to update is Recruiting - Create and Edit Job Offer. The check boxes are gone and if I select one role it does not save the changes.
