What are the steps to disable a department value

Summary:

Are there any best practices for disabling a department or account value? For last many years we are disabling the dept value by 'End-Dating' it. After that change the status of Account Hierarchy from 'Active' to 'Draft', then doing the audit and column and row flattening. Again putting it back to 'Active' and then finally running the 'Publish Hierarchy… program'. We do same when we create a new segment value. Earlier when we were not doing these, it would not propagate to other systems.

But are there any best practice document or any guidance? Please inform.
