Cannot assign a public ip to my instance

Summary:

I created an oracle instance (always free plan). Just for the record, it took me around 4 days of trying.

At the time of writing, the maximum VNIC associated to these ones is 1, aka, the main one.

I want to ssh to my instance but there is no way I can attach a public IP address to it.

As far as I know, there are two ways to achieve that:

1) edit the default VNIC to attach a public ip to it.

2) create a new VNIC with a public ip attached to it, and attach that VNIC to the instance.
