What happens when multiple object workflows conditions are met?

We have multiple custom object workflows which trigger different actions when the conditions are met. I'm currently investigating an issue where one of the email notification is not sent and I suspect this could be because when the event takes place, I feel two different object workflows' conditions are met. For example, I have two email templates EM1 and EM2. The first one is linked to object workflow OW1 and the other one to OW2.
