how to enable Default Supply Locator in plant parameters

Hello,

we would like to put a default locator in our maintenance organization to save time when adding materials in corrective work orders, but when we go to plant parameters the field is blocked even if the subinventory is locator controlled

my questions are how to enable this fields and why are blocked?
