How to Setup the Offset and Delay for Pre-onboarding Journey?

We are struggling to figure out how to setup the offset and delay for pre-onboarding journey.

On the Journey level, we setup Allocation Criteria as "When the action record becomes effective" with Days for Initiation as -30, which means the journey won't be triggered until 30 days before start date. If it's less than 30 days when the pending worker is generated, then the journey will be allocated immediately. I tested it and it's working as expected.

But on the task level, we have business requirement a manager task is expected to be triggered 7 days before start date. Is below the right way to setup by putting -7 as offset? Should this task be an active task between 30 days before start date until 7 days before start date?
