Can we automate resource setup & adding them to queues?

We have a requirement to setup employees as a resource automatically whenever someone is hired or moved into a particular position or department. Subsequently they need to be added to particular queue as a member (based on position or department again). Is this possible or has anyone been successful in making this process easier? Thanks.
