Why is number a dependent field on country when adding phone under family/emergency contacts?

Summary:

Currently, we are trying to add phone information in the redwood page under Family and Emergency Contact. However, at first only country field is visible and must be selected to proceed with adding number information.

We only want to leverage the number field with 10 digits and do not want to select a country in order to bypass the phone digit validation. We are able to do this in the Contact Info page but not this one. In VBS, the country field is not present to hide either.

How can we enter 10 digit phone numbers under Family and Emergency Contacts?
