Terminated Employees not included in WFC Plan

Summary: Terminated Employees are not being included in the WFC plan.

Eligibility Profile: include Inactive - No Payroll + Employee.

Hierarchies configuration is set to Leave Blank if no manager exists (They are termed so no longer have an active manager).

When we run them individually in Administer Workers, they are processed Eligible for the plan.

They are termed within the Plan Start Date and HR Extraction Date

I've included checking the box for Include Recently Terminated Employees in the Start WFC Process
