How can I set up or validate the Payroll License for US?

Summary:

Hello, how can I set up a Payroll license for the US or validate if there is already an existing Payroll license? We have issues applying the Vertex patch for July (specifically with Geocodes) to a certain environment, and Oracle told us that the cause of this issue was that we are not using payroll in this environment as no Payroll License is set up.

However, this was the only time this happened to this environment ever since. Can someone help us with this? Thank you!
