The destination type is invalid Error when creating PR with non-inventory item in RSSP

Summary:

We create an item with the inventory flag = N. The destination type in the requisition preference is set to "Inventory"

When trying to enter a requisition line in RSSP using the item, the destination type is defaulted to "Inventory" and is not updatable. The following error is shown.

Couldn't create requisition line

The destination type is invalid. Inventory destination type isn't applicable for this requisition line. (POR-2010455) Details: Possible reasons are that inventory isn't implemented, the item isn't an inventory item, the item isn't stockable in the deliver-to organization, or the deliver-to location is a one time location.

As a result, the user will have to switch the destination type in the requisition preference to "Expense" in order to raise a PR for that item. When the user need to raise a PR for another inventory item, the user need to switch the requisition preference back to "Inventory" or manually switch the destination type for every PR line.
