Act as a proxy manager - how to view terminated employees

Our purpose is to let some users view terminated employees from Compensation → Act as a proxy manager

Hi,

When we go from Compensation → Act as a proxy manager and click on the "Search" action in dropdown menu, with some users we are able to find terminated employees while with other users we don't.

We are currently using custom roles for certain types of users, we don't know if is this the cause of the issue or not.

Is there a privilege that lets users view terminated workers from this page?
