SMS Text notifications for expired Licenses and Certifications?

My healthcare client has a requirement to send SMS text notifications to employees when a license/certification is expired. As an example, RN's are usually not at desks during their shifts and therefore are not actively checking email or worklist notifications. Is it possible to send an SMS text for expired licenses/certification?
