Getting error while generating ADF migration set in Dev11 and Dev13

Summary:

I am trying to Download the ADF personalizations from the SCM environment using below navigation

  1. Go to Navigator → Configuration → Migration
  2. Click on Create Migration Set in the Outgoing tile
  3. Click on Move All Changes and provide a name for the Configuration Set

I am getting error Create Failed.
