altername approver for ceo

Summary:

Customer's merit plan is administered centrally as they are rule based and not having managers discretion. They want a rewards manager can proxy as CEO, prepare the worksheet and submit and it should be approved by Senior Rewards Manager. I added alternate approver for CEO but there is no Submit button for him. Is this a bug or expected behavior.
