'Generate HCM Rates' - no error message text shown

Content (please ensure you mask any confidential information):

When the 'Generate HCM Rates' flow runs and completes with errors, we can see which Assignments have an error but, not an error message.

We tried running the payroll messages report and custom sql query below but, neither show a message.

Any idea what is wrong please?
