Attachment to be mandatory

Hi,

We attachment should be mandatory Me> Career and Performance> Skills and Qualification> Licenses and Certifications

I have checked HCM Design and also Page composer (we get the * mandatory sign) but it's not be mandatory while saving without attachment.
