Recruiting Activity Center limits recruiter ability

Summary:

Recruiters have the action "move to HR" but when they click this action, they receive an error stating they do not have permission to perform this action. However, if they return to the Hiring page, they CAN successfully "move to HR"

This is also true when attempting to use the action "extend offer" and "fill requisition"
