Task based pause rule not working

Summary:

Pause the Bill only line on the Sales order until one of the shippable lines completed the Task shipping charge.

Configured the pause rule as per the attached document however the orchestration is error out at pause step.

Attached document has the pause rule and the error received on the orchestration. Please review and assist.
