Redwood: Add Goal button not visible for HR's

Hi!

For HRBPs in RUI we were using person spotlight > Goals for Performance goal and Person spotlight > Career Development for development goals to add new goals for employees.

With redwood there is no option on person spotlight to add goals and as per Oracel HRBPs has to go through My client groups> Performance Goals or My Client groups> Career development to see the emp goals. However, there is no add button available on these pages. So how a HRBP can add goals to employees?
