Resize Dashboard on Invoices Page

Summary:

Some users are not able to resize the dashboard on the invoices page.

I have added a Dashboard onto the main Invoices page. In the display option of the component property, I have Allow Resize checked to allow users to resize the dashboard. When resize is allowed there is a small triangle that can be dragged down on the bottom right of the component. I have the ability to resize the component but other users do not. It seems this may be tied to a role and I have tested that with the Financial Application Administrator role users are able to resize. Is there a specific privilege within
