Can an agent be restricted from submitting multiple profiles?

Summary:

Currently, in recruiting cloud - Agent is tagged to a requisition > agent logins into his/her profile > views the requisition tagged > created a talent profile > when an agent creates a single profile, they can refer the same candidate to multiple requisitions he/she is invited to.

Content (please ensure you mask any confidential information):

Business requirement - can we restrict the agent from referring the same candidate to multiple requisitions he/she is invited to. Is there some kind of validation we can have for the same?
