What is the correct way of Effective end date for Non Recurring Element?

Hi Everyone!

We have Non recurring element. What is the correct way to generate Effective end date of Non Recurring element?

Effective start date of the element = Effective end date of the element

Effective start date = 01/04/2020

Effective End date = 01/04/2020

Or

Effective start date of the element is start date which we give and Effective end date is end date of that month

Effective start date = 01/04/2020

Effective End date = 30/04/2020

What will be the impact of above both the cases considering all the scenario like, Reports, payroll integration to 3rd party application etc?
