Calculating True up based on consumption

Summary:

We would like to calculate trueup on a yearly commitment billed monthly. As we pass the usage via API, both the charges - consumption & true up charges are getting calculated. Could anybody help, how we encounter this issue?

Payload used is as below: Are we missing anything here? We have created a rate plan with 2 usage charges - one for consumption and the other for true up.
