Candidate email verification prior to job application for new external candidates

Hi,

We have a requirement where our clients wants new external candidates to confirm their identity at the start of their job apply process. currently when any new candidate applies for the job , they enter their email and click next to go to application form where they enter the details and submit. after submit they are asked to confirm their identity and 6 digit code is sent to their email to enter as verification code. they enter the code and application is completed. can we have the email confirmation at the beginning rather than at the end. is it feasible.
