Will the planned feature "Support for managing requisitions not created in RSSP" enable requester initiated change orders for migrated purchase requisitions?

For migrated Purchase requisitions and related orders it is currently not possible for the requester to create a change order in the Redwood UI. It seems the system regards the migrated purchase requisitions as being generated in the classic SSP. Will this be possible from R24D when the feature "Support for managing requisitions not created in RSSP" is scheduled?
