access to talent rating

Summary:

User is not able to see talent rating for other employee but can see talent rating for their direct reports.
user has 'View Talent Rating' Privilege and Also, I checked with adding data role 'HR Specialist with comp' and Talent Rating privileges. Validated the roles in profile content section under career potentials, it looks fine. just to add on user can able to see Talent rating tab for few more employee with sufficient AOR's.
