I am getting this error mentioned in the question (You need to enter at least 1 input value for the balance adjustment process. (PAY-1636142)), while trying to add a balance adjustment for Medicare Employee Tax, the adjustment is -0.03 (a negative). Could someone guide me on what the problem is?

Path: Oracle Fusion HCM> Payroll> Adjust individual balances> Medicare EE tax.
