Issue Redwood : Line Managers can add goals to employee's other assignments

Hi Experts,

Our client has an issue where Line Managers of an employee with multiple assignments can add goals to other assignment of that same employee.

Use case:
Employee Z has the following 2 Assignments with 2 different Line Manager for each assignment:
Assignment Number - Line Manager
E1234 (primary) - Line Manager A
E1234-2 - Line Manager B

Now when any of the Line Manager uses Team Goals Center, they can see and add goals to the goal plans of both Business Title of Employee Z.

Example : Line Manager B can add goals to Goal plans of assignment E1234
