Not able to hide Comments and Attachments in Manage Personal Contribution Redwood page

Summary:

We have created a business rule in Express mode to hide comments and Attachment section in Manage Personal Contribution Redwood page under Me, however I can see system does not allow to continue and submit as the submit button is disabled. Can you please help us how to fix this issue?
