Engage users should not be able to login and use Eloqua when Marketing Platform license is UNchecked

Trying to figure out some permissions. It seems our engage users can access Eloqua even when they Eloqua Marketing Platform licenses is UNCHECKED. Has anyone else experienced this behavior?
