Make gender,DOB and nationality mandatory while converting pending worker

We are able to bypass gender,DOB and nationality fields while converting pending employees. It is asking to enter these values only when we click on edit.

Is there anyway to make these fields mandatory and HR should not be able to proceed without entering these fields.
