Ability to create smart action from opportunity to custom quote object that will create new quote

Summary:

A new custom object 'Quote' is created and requirement is to create a new quote from Opportunity.
To achieve this, a new smart action is created and passed relationship id between Opportunity and Quote and Quote Name parameter.

Despite this, smart action is not creating any quote records.
Need guidance to achieve this requirement. Any high level steps would be helpful.

Note: Standard Quote and Order Object will not be leveraged
