Update Rehire Flag for Existing Terminations

Autocomplete rule works for defaulting the rehire eligibility flag on new terms, but not for existing terms.

We are in the process of developing an autocomplete rule which defaults the rehire eligibility flag based on the term action/reason. The logic works for new terminations. However, if the user were to update the existing termination record, the update fails during the termination approval process. I've attached our current logic. Is the issue with the autocomplete rule or with the approval flow? What logic am I missing to include existing terminations?
