Is it possible to make the home email as primary email after termination automatically without HDL

Summary:

We are facing an issue in ORC for rehires , as there is no duplicate check in the ORC configuration , as per the system default the ORC checks the candidate personal email and the Core HR home email to detect the ex- employee. So when an employee is terminated in Core HR , the primary email is work email , and this is not getting detected in ORC , and causes duplication of the employee. We need a solution to automatically make the home email as primary for all the terminated employees , and this should not affect any
