Is it expected a user can trigger multiple services for a single role?

We saw that a role can trigger multiple services/licenses but would a user trigger same for a single role? For example: Finance roles trigger 2 Services:

Oracle Fusion Enterprise Resource Planning Cloud Service - Hosted Named User
Oracle Fusion Financials Cloud Service - Hosted Named User

So is it expected all users assigned the Finance roles would trigger both of them or is it the case that One license is getting consumed within the other?
