How to configure a resource alert for an Offering and Activity change for Learners

Summary:

We are trying to configure an alert to be sent to learners when the offering or Activity changes. There is an event alert by Oracle, however the client wants the alert to be scheduled and not want to run it every time.

Any help to build this is highly appreciated
