Share Information approval rule by pass not working anymore

We are facing a bypass approval failure for share information approval rule.

Share information approval rule was set on bypass approvals on our environment to allow HR autoapprovals when sharing employees information with other. This configuration used to work perfectly. A few days ago by pass approval failed and while sharing a collaborator data between two HR's the employee receives an approval notification (please refere to screenshots below).

I was wondering if anyone encountered the same regression?

Could it be a privilege to retrieve in the employee role which overrides the bypass approval for this rule? or a process to submit?
