How to disable waiting list option

Hi all,
We're configuring learning module for a FSI client.
They're asking for: using capacity rules to set maximum capacity classroom (i.e. Maximum Capacity = 5). Once all the seat ha been occupied, Learning Specialist and all other roles couldn't be able to assign offering to the 6th employee (they don't want the 6th employee status becomes "Waitlisted").
Is there a way to disable just waiting list option?
