PGP Key Generation Outside of Oracle

Is it possible to generate the PGP key outside the oracle and use it in Transmission Configuration?

We have a need to generate the PGP key outside the oracle. We don't want to generate it from Oracle Transmission Configuration or console page within the oracle system. I know for SSH key, we can do it from Putty. Does it work for PGP? If so, is there any standard on the key generation?
