Intermediary as Service Bureau to audit SWIFT pay, is mandatory?

Summary:

Regarding SWIFT payments we are aware that is possible generate SWIFT payments without SWFT infrastructure neither intermediary (as service bureau) as per Doc ID 2367670.1 however we would like to know if there is not any audit issue if we recommend do not use an Intermediary (as Service Bureau) to audit this kind of payments (SWIFT), could you advise?
