Attach PDF to NextGen Supplier Registration Verification Page VBS

Summary:

We want to add a PDF of our intstruction guide to the verification page of the NextGen Supplier Registration in VBS. I see an attachment component but don't see where I would upload a file into it. There is also the Hyperlink component but the file isn't currently hosted anywhere it can be universally accessed with a link. I was hoping to store the file in VBS so I don't have to link to it.

Is there a preferred way to attach the PDF below our Text component?
