Migrating custom roles from one pod to another

Summary:

We are migrating the custom roles (both job roles and data roles) that we have created from one pod to another using the Manage Implementation Projects and Manage Configuration Packages functionalities of Oracle Fusion. However, we noticed that once the roles are already migrated to the target pod and we wanted to remigrate any changes that were made to the roles from the source pod, not all of the changes were reflecting. Is this a known issue? Can't we remigrate roles using the Manage Implementation Projects and Manage Configuration Packages functionalities once the roles are already existing
