Skip rule to process once per period-Process once per period not working

Summary:

Hello Experts,

I need help. Employees have multiple garnishments that we do not want to process. We only want to process one garnishment per pay period based on the state laws . I set the Garnishment element to process once per period but it doesn't seem to be working. I saw Oracle docs (Doc ID 2761421.1)that suggested creating a skip rule for this but I'm currently not able to do that as I'm not able to run the sql attached to create the function before creating the skip ff.

I need help getting the element to process once per pay period. Please help!!!!!!
