Is there a way to allow managers to create external candidates for Succession Plans?

Summary:

We want to allow our managers/leaders to be able to create external candidates themselves to then be able to add those external candidates to a succession plan. Right now, we only see that HR Specialists can create them. Can we allow managers to do this functionality?
