RSSP Requisition Agreement Type displays by default how to remove default

Summary:

In RSSP when creating a requisition with an item on it an Agreement Type is showing by default. We don't seem to have the option to leave it empty. However if we keep the default and save the requisition, an analysis report for the requistion shows no value is saved. How do we get the screen to show empty vs displaying a value that is not there.
