Internal candidates will not be able to apply for jobs

Summary:

My client needs internal candidates not to be able to apply for jobs if they have been with the company for less than a year. Can I come up with a fast formula to create eligibility in the Opportunity Marketplace?

There are a few more items:
Hiring period 12 months for permanent staff and 6 months for interns

• Working hours are less than the hours proposed in the application
• Promotion in the last 12 months
• Merit in the last 6 months
• Current grade more than 2 levels below the proposed position (there are some exceptions)
