Setup issue. Secondary ledgers are missing in Subledger Accounting Options

Summary:

WE are importing configuration from one environment to another, and are stuck at a step called "Accounting event Class Option", where the task to fix the error is Manage Subledger Accounting Options. When I go into this task, all of our secondary ledgers are missing, which is why is suspect this error is occurring. Any idea why our secondary ledgers aren't showing here? I
